What exactly happened at the Belgian Grand Prix involving Lewis Hamilton and Kimi Räikkönen

l know Hamilton has won the title, but l just wanna clear it up in my mind. Also, l heard that you are not allowed to pass the driver that you had taken the advantage from via the corner you cut until the next turn, or something similar to this. Can someone explain.

Spa, gosh ancient history!
Right, Spa, 3 laps to go, starts raining, most drivers (including 2 mentioned) chance finishing the race on wet tyres, leis' Merc is superior in wet & takes up to 3/4 a second a sector out of kimis lead.
Lewis goes for an overtake, Kimi squeezes him too tight, Lewis cuts chicane to avoid accident, then lets Kimi back through, as yes its illegal to overtake by cutting a chicane/ corner.
Lewis then re passes Kimi on the straight, the FIA deemed that Lewis did not give Kimi enough of an advantage back.

If u cut a corner, i.e. u go on the grass or off the track but gain a positional advantage, u have to yield the position back to the person u overtook. In the case of Hamilton at Spa, he was adjudged to have cut a chciane & overtook Raikkonen. He yielded the position, but he overtook him pretty much straight away so it was deemed he gained an unfair advantage as he had more speed on the straight from cutting the chicane. He was given a drive-through penalty after the race & was therefore demoted to third

-Hamilton tries to overtake at the Bus Stop chicane. He ends up cutting the chicane.
-He emerges onto the straight ahead of Raikkonen & lets Raikkonen past (as he took the lead by directly cutting the chicane).
-However, Hamilton only lifts off slightly as he lets Raikkonen past, & then retakes him in the breaking area for the next corner.
--The lead swaps a couple more times before Raikkonen crashes out the race & Hamilton wins.

-After the race it is deemed that cutting the chicane gave Hamilton enough of an advantage to overtake Raikkonen for the next corner, despite the fact that he let Raikkonen through. Hamilton gets 25s added to his time & therefore loses the victory.
-The rule is clarified: if u overtake someone by cutting part of the circuit, u must let them through & wait at least 1 corner before attempting to pass again.

( l remember something similar happening to Alonso in Japan 2005. However, he let the car back through again so received no penalty.)

There is a bit more to it than the previous have mentioned.

Hamilton was behind Raikkonen before the chicane but was passing him. The track was wet, though, & Raikkonen slid wide forcing Hamilton off the track & onto the chicane making it impossible to drive round normally. When he cut the chicane & rejoined the track, he was ahead of Raikkonen but would have been penalised if he stayed there. He had to let Raikkonen past to avoid a penalty. That was the rule at the time. Before the next corner, Hamilton kept his speed down to let Raikkonen get by. As soon as Raikkonen was in front, however, he tried to block Hamilton & very nearly lost control of the car on the wet surface. That manoeuvre cost him traction & speed which allowed Hamilton the chance to take back the position he had just conceded entirely within the rules. By the next corner, Hamilton was in front again. It was absolutely fair & legitimate. He did everything right & no-one in their right mind should have even considered questioning his conduct. Unfortunately for Hamilton & the sport, the stewards were not on the same planet that day & announced later that they were imposing a penalty of 25 seconds to Hamilton is race time dropping him from first to third. That cost him 4 championship points & gave an extra 2 championship points to Massa who was promoted to first place instead of second.

The FIA then changed the rules to state that after yielding a position in a circumstance like this, the driver must wait until after the next corner before attempting to re-pass. They called it a ''clarification'' but, in fact, it was invented specifically to whitewash the stewards incompetence on the day of the race. Before, during & after the event, right up to the announced 'clarification' there had been no such rule to be broken.

Consider this. If Raikkonen is blocking move had caused him to actually crash before the next corner, what would Hamilton have to do under the new rule that did not exist at the time? Would not he have to park his Mclaren behind the wreckage & let the race finish without him to avoid a penalty? Considering Raikkonen actually did crash later with no-one near him, it is a serious question.

An addendum to Niel M is answer: Hamilton is crew asked the stewards at the time of the pass if there would be any penalty. They were told the pass was legal. It was not until after the completion of the race that the penalty was assessed. Some commentators have implied that Ferrari has been shown some favoritism, going so far as to bring up footage of similar maneuvers with the colors reversed, that produced no penalty.
