You first need to get yourself noticed by racing karts and then getting local sponsors to give you money. Then you can get a really good kart, win more races, which gets you more noticed again. You can then get bigger sponsors and then move from karts to cars. Do well in cars and work your way to F1. Simple as that! (If only lol)
